Award Winning Utility in Taste,
Operations and Safety!
Judges at
Kentucky Rural Water Association’s Management Conference, attended
by over 400 participants held February 23-24, 2010 have found the
state's best tasting water in Hardin County. Hardin County
Water District No. 2 is the proud recipient of the first place award
in the “Best Tasting Water” competition. Water districts, water
associations, and municipal utilities from around Kentucky were
eligible to submit samples of their water, straight from the tap.
Because of the quality of the drinking water from Hardin County
Water District #2, Kentucky has a great chance of winning the
national Best Tasting Water Contest in Washington, D.C.
Judges at Kentucky/Tennessee American Water Works
Association’s Annual Conference have found the best tasting water
and it is in Hardin County. On July 15, 2009, Hardin County Water
District No. 2 was identify as having the best tasting water in
Kentucky and Tennessee. On June 22, 2010 Hardin County Water
District No. 2 competed against water samples from all over North
America at the American Water Works Association Annual Conference in
Chicago, IL. The District placed in the top five of the "Best
of the Best" water tasting competition.
The District won the best external newsletter award
at the Kentucky/Tennessee American Water Works Association’s Annual
Conference in 2009.
The District also received the Kentucky State
Energy and Environment Cabinet AWOP Champion Award in recognition of
their demonstrated success in producing drinking water that
consistently meets or exceeds state water quality standards. The
District was competing with large systems servings more than 10,000
customers. This award also takes into account the number of years
the District has been optimized as well as the dedication of the
operating staff. The White Mills Water Treatment Plant is managed by
Shaun Youravich and is operated by a staff of eight Class IVA
certified operators.
“This award is yet another example of the
District’s commitment to deliver the highest quality water to our
customers while leading our industry across all of our operations,”
said Rev. Mike Bell, Chairman of the Board of Commissioners. “As
regulations tighten and the demand for safe drinking water grows,
the District will continue to be a leader in water quality and
customer service while exceeding the expectations of our public.”
The District has received the Governor's
Safety and Health Award for efforts in safety.
The award provides special
recognition for outstanding safety and health performance and
encourages development of programs designed to reduce and even
eliminate occupational injuries and illnesses. The Governor’s Safety
and Health Award is given to employers and their employees, who
together have achieved the minimum required number of hours worked
without experiencing a lost-time injury or illness at their
establishment.
Phase IV
Reinforcement Phase
Hardin County Water District No. 2 has
completed the installation of larger mains in the St.
John Road and Rineyville areas. This project also included the
construction of an elevated tank and pump station in the Valley
Creek area, along with other smaller projects. Phase IV also provided for
the installation of new water mains to portions of the county that
was still unserved, all of the lines have been installed and are
currently in service.
Louisville Water Connection- Water for
the future
Hardin County has seen it share of growth over the years.
Hardin County Water District No. 2 has had the foresight to
anticipate this growth by first building its own treatment facility
in 1990, then expanding the facility in 2001. Now the
Base Closure and
Realignment Commission (BRAC) to the region and potential industrial
growth in the Glendale area, the District once again must anticipate
the needs for Hardin County in the future.
In 2004 the District began investigating
additional water sources. Our treatment facility, because of
EPA regulation, cannot take any additional water from the current
source. The District then looked at several other places along
the Nolin River and even the Nolin Lake itself. However, this
options either did not provide the large amount of water needed or
the development and construction cost made them not feasible.
This left the District looking to purchasing water from another
water utility. Through careful study and evaluation it was
then determine that the Louisville Water Company (LWC) had the means
and the excess capacity to meet the needs of Hardin County well into
the future. The LWC has long been a leader in the field of water
treatment and has been recognized for its good water quality
and recently won "Best Tasting Water in the Nation Award". Hardin County Water District No. 2's
Board and representatives from LWC have signed a letter of intent
to purchase water. The Project would consist of
a large pumping station located near the Hardin and Bullitt County
line and the installation of approximately nine
miles of a large water main from the new pump station
to the Tunnel Hill Road area to interconnect with the District’s
existing Loop Line. As with any project, there are challenges
to face and overcome. The first one is that LWC uses
chloramines to treat its water, the District uses chlorine and
normally the two treatment methods do not mix. The District is
evaluating possible treatment options for the LWC water. Some
of the other challenges is the need for additional funding
assistance and obtaining the easements for the potential pipeline route. The successful completion of
the project will enable the District to meet its future water supply
needs as the District’s service area of Hardin, LaRue, and Hart
counties continues to grow. This interconnect will also become a
vital part of the District’s future plans to assist other regional
water utilities with their water supply needs as they continue to
grow.

Wastewater Planning
As Hardin County continues to grow, the need for reliable
wastewater service becomes more and more important. The District can not do this alone, it will take the cooperative
effort of the citizens of Hardin County, elected officials and
multiple entities to make this possible. For more information

Other Project
News
Another project currently under construction by our in-house
construction crew is the large 24 inch ductile iron water
main around Elizabethtown. This project will ensure hydraulic
capacity and reliable pressures well into the future. The
District is currently constructing the pipeline and continue until
the remaining 40,000 feet is completed.
